25 players, 2 rounds.
R1: 5 games of 5p mercenary escalate, 3 reinforce anywhere.
R2: 5 winners in mercenary escalate, 3 reinforce anywhere.

Is this sufficient?

I don't agree with the sentiment of the theme and what it stands for considering the current European political climate. Another TO might be willing to make it but certainly not me.

As long as it's not a Team Mercenary game, the tourney will run smoothly. Here is a recent Merc final round that ended just fine:

Tournaments need to be fixed at the end of each Team Mercenary round (final round cannot be team anyway). I am not sure I understand the point of Team Mercs, since the points for a kill are still distributed evenly to each team member.

FIVERS TOURNAMENT

There aren't enough fivers games, so here is my idea:
Round 1: 4 games of 2x fivers (40 player)
Round 2: 2 games of 2x fivers (20 players)
Round 3: 1 game of 2x fivers (10 players)
Round 4: 1 game of 5x singles assassins, mercs, or escalate singles. Winner gets 60%, runners up each get 10%, to keep the focus on winning fivers.

It can be any map, but I think picking some of the lesser played maps would be great.

An interesting thing in team mercs is that no one gets points (and you don't lose any points) if you kill your own teammate. This can create some interesting decisions.

MERCS TOURNAMENT by Rank

I would like to play more Mercs games, but if you have a high rank, you tend to take a lot more shots from people. If the games were organized by rank (i.e. 2000-3300 points, 3300 and up) it would be more enticing to play, but maybe that is better done as individual games.

Well, based on my "least wins" stats and avoiding small maps, how about Barbarossa, 1984, South America, and Nukes? Or Land Rush! if it's an option :) Land Rush would be great for big teams with 3 path reinforcement.

hi, I think that I have purpose this already, but acording to several players demand, please do not make a 2 players game, final; 100% for the winner; unless the concept is 960 points for exaple, or 480, since thats the tourney spirit, in other cases its not the most fair...

OK. I'm in North America. This was purely intended as a Risk tourney with no consideration to political sensitivities whatsoever. It wasn't intended to "stand for" anything. My intent was to join a 5p EM tourney, and I didn't see one, so I started one. Sorry to offend. I'll revise.

I'd pick standard over assassin.

Edit: Why would a game "break down" with mercenary but not standard? Why would the outcome be any different between the two?

Singles Merc games don't break tourneys. This was addressed in a previous post.
