I like the idea of additive bonuses for joined commands or "States" that have historic precedence - but they would be mutually exclusive- For example
Unified Germany and
Iron Curtain (one un does the other)

Catholic States
Muslim States

So diff states come in to power as the game progresses...someone has to break the Persian bonus (Spain plus ME) in Spain in order for a catholic state bonus of Italy and Spain to come in to effect.

Might be overly complex but it would be fun. The hard part would be when one person owns all - would have to make some "political" decisions about which one to count
