If someone misses a turn in a tournament should the other team skip a turn?

If someone misses a turn in a tournament should the other team skip a turn?
depends on the reason, I guess. They CAN, but of course, they don't have to. Many people will out of a sense of fairness, but it's certainly not required.

That could get really complicated. Esp if the player that missed was not the first to go in a round, so some players had already taken their turns. Or if the map had auto-deploys. There are so many variables, but aren't the deferred troops supposed to compensate the player/team that missed to some degree?
