1984 freebies

i have an issue to report on 1984: when all territories in either oceania or eurasia have been taken by a player, and one of those terrs is reduced to 1 and reverts to neutral due to martial law, that player will not get the command bonus (as he should not), but will still be able to use either rocket bombs or floating fortresses on their next turn. noticed this in a game i played and successfully recreated this on the new test server.

i know this cannot be high on the to do list, but it is kind of breaking this otherwise lovely map
