Remove defeated players from the diplomatic agreements list

Maybe there's a reason to want to send a diplomatic message or request to a defeated player, but I cannot think of it. Once a player is out of the game, they should no longer show as a person you can do a deal with.

A defeated player should still be able to engage in chatter and discuss strategy with their teammate, so we don't want them booted from the game entirely. But i agree that i can't see any practical reason to keep them around in the diplomacy tab. Nice catch TJ.

I agree, there is no reason for a dead player to be using diplos... but i see little benefit of removing their names. You can't make a diplo agreement with a dead players as they have no regions to agree on.
