Charged With Breaking a Truce

Why do I sometimes get a warning that I will be charged with breaking a truce when I don't have a truce? Is it because I did not specifically say "No" when it was offered (several rounds earlier)? Do I need to specifically answer all requests? I was assuming a non-response equals a NO. OR is this just a glitch we live with?

Just a glitch we live with.

Non-response does equal no, so you're all good there. You can respond or not, depending on how you like to play it.

I haven't seen it affect anyone's Diplomacy score.
