If you look carefully at Bulgaria in the Balkans map, you can clearly see that Burgas and Razrgard do touch as they meet at north west Burgas. In fact the most eastern mountain looks to be part of Burgas.
The problem is that you can't attack Razgrad from Burgas, and vice versa. I think the map is misleading that way, and players may place troops there thinking they can surely attack there, and then get stuck with troops there.
What do you guys think?
