Zero troop or empty territory

Hi,

In Game 522467 we have the zero troop bug in the Galicia territory. Unfortunately it's come at a point where the player should have been knocked out with subsequent card transfer.

Any help would be much appreciated!

The player who previously held the territory has to deploy a troop there to fix it.
