I attacked Libya from Algeria and the pop-up asked how many troops I'd like to move in there. The pop-up was in front of that part of the map so I went to move the pop up and it disappeared and then left 7 in Algeria and a blank in Libya. During reinforcements it was listed as 0. I reinforced to allow game play to continue, but it looks like it would have just stayed blank. I could not attack out of the country when it had 0.
