Secret diplo: what is it? => you can only use the diplo tab for border agreements and shouldn't send "private messages" (those should only be sent via the chatter tab to the whole team)?

Essentially it means you can't PM somebody out of game, or before it has even started and say "hey, let's team up on so-and-so". Now, thats not to say that teaming up isn't allowed, it just has to be conducted through a diplomacy in-game. That way everyone knows you spoke to the person, but still really has no clue what plan you may or may not have discussed. Same rules as all games basically.
