Hello,

Do you know if you can advance troops through the KGB and CIA to the other side or just attack through them.

can't advance, only attack. Advancing troops generally isn't possible via routes that are "bombardments," since pummeling you are your opponent into oblivion without actually capturing the region. The region on the other end becomes neutral after a CIA/KGB operation, it doesn't turn.
