Neutral territories, will they ever attack? How do they work?

If there's a neutral territory on the map (not owned by any player, leftover territories form uneven division at the start of the game), will it ever attack any territories around it? Does it ever get stronger (more troops)?

Currently, neutrals do not move, attack, reinforce or grow.
