mercenary game; death by decay - whose points?

In a mercenary game, if the only troop a player has left is due to be lost upon their turn (possible in 1984 and Africa maps), do the points (and UDO) go unawarded? Or does it go to the last player to kill a troop or conquer a region of theirs?

I believe nobody gets the points, and their cards just disappear. I'm about 80% sure of that.
