Enhancement : Improving Hovers

Suggestions for improvements...

When Trying to cash cards - hovering over them should highlight map.

When deploying - hovering over one territory should show it's borders.

When not doing anything - hovering over a territory should show it's borders.

Hovering/Clicking army counts - should work the same as the clicking on territories.

Hopefully all can be implemented... but if it's a major thing to do, and we can only have one, then...
