Just a few small quibbles, but I think that North England should be a +4 bonus, not +3. It has 5 borders, the most on the map, and it does not include a city within it to easily add a bonus to, either.

The Republic of Ireland has 1 less territory and border (than North England), and has a +4 bonus, which I think should be changed to +3.

Cardiff could potentially be a +1, however I'm really on the fence about that.
